Job Description:

The Role of a Public Health Nurse:
The role will be assigned to assist with outbreak response activities. This position is integral to providing consultation and technical support during the ongoing COVID-19 disease outbreak response; this includes assisting with disease investigations, data management, and report writing. This position exists to minimize morbidity and mortality associated with COVID-19 among Minnesota residents by conducting a broad and complex range of investigative and analytical epidemiologic activities.

Responsibilities include coordinating COVID-19 outbreak investigations and implementing control measures; providing infection prevention consultation for health care providers, other professionals, and the general public; developing and disseminating information and standard recommendations regarding the prevention and control of the disease; and supporting the general functions of the COVID-19 CICT Section and the Infectious Disease Epidemiology, Prevention and Control (IDEPC) Division. The resource(s) will be required to work independently to address complex issues and solve problems related infectious disease investigations. Problem solving involves
developing appropriate measures to gain cooperation of individuals and institutions to report cases of disease and otherwise assists MDH in fulfilling its duties of disease surveillance and control with respect to the COVID-19 disease.

Position Responsibilities:
1. Assist epidemiologists and other public health staff with outbreak-related investigations in various settings, including but not limited to schools, child care facilities, youth and sports camps, prisons, jails, shelters, group homes and work places. Conduct case interviews and contact tracing as requested.
• Coordinate and communicate with other COVID-19 program coordinators in various settings to assure that case data are obtained in a timely manner for all cases of COVID-19.
• Document activities so that cases can be monitored and evaluated by completing required forms and reports.
• Interview patients, carriers, suspected cases, public and private health care providers and others with knowledge of the illnesses being investigated.
• Review epidemiologic data including medical records, laboratory data, and other information necessary to complete the investigation.
• Communicate regularly with partners including Minnesota Department of Education, Local Public Health and regional support teams.
• Act as the MDH liaison to the regional support teams.
• Maintain the privacy of patient data that identifies individuals in accordance with legal and IDEPC requirements.
• Complete interviews in a timely manner (within 24 hours of report as per CDC grant requirements).
• Staff the provider hotline or other call centers and conduct telephone consultations. Provide public health recommendations and guidance to health care providers and the general public.

2. Other duties as assigned, including but not limited to:
• Perform delegated duties related to COVID-19 public health emergency.
• Write up reports or summaries as requested.
• Provide feedback from provider and public health interactions to appropriate teams/leadership.
• Help prepare section grant applications and progress reports, participate on teams and help coordinate other clinical, educational, informational efforts.
• Work within local public health agencies as assigned.

Minimum Qualifications:
Resource(s) must possess a Bachelor's degree in Nursing and 2 years’ experience as a public health nurse, public health school nurse, public health nurse educator or equivalent public health experience or Bachelor''s degree in Nursing and 3 years’ experience as a Registered Nurse or professional nursing experience
Current licensure as a Registered Nurse in Minnesota

Experience must include the following:
• Knowledge of public health principles, health programs laws and/or policies/or procedures sufficient to analyze health information or provide education on public health issues.
• Knowledge of the diagnosis, treatment and control of infectious disease, including screening and evaluation practices, clinical characteristics and manifestations, modes of transmission, treatment regimens, and strategies for prevention and control.
• Experience with medical and infectious disease terminology.
• Knowledge or experience of the work performed by external partners including local public health, health care facilities, corrections, school, and childcare.
• Develop and maintain effective relationships with private and public health care professionals.
• Capable of quickly adjusting to new guidance and changes to policies and procedures.
• Communicate effectively, both verbally and in writing.
• Experience in phone and/or in-person interviews.
• Ability to establish and maintain relationships with a variety of organizations or groups.
• Ability to work in a team environment and collaborate effectively partners within and outside of the agency.

Preferred Qualifications:
• Minnesota registration/certification as a Public Health Nurse
• Knowledge of state data practices policies, department information security policies, and CDC security requirements.
• Experience in detailed review and abstraction of medical records.
• Exhibit strong data management skills including word processing, database and slide presentation software.
• Establish, maintain and adhere to work plans, and work effectively both in teams and independently.
• Capability to be self-directed, to follow-up on programmatic activities, and to assure that tasks are performed and completed in a timely, complete, and accurate manner.
