Required Skills:
• Considerable knowledge of the principles and practices of governmental budget preparation,
administration and forecasting
• Considerable knowledge of Generally Accepted Accounting Principles including Governmental Accounting Standards Board pronouncements and MN unit of government budgeting and financial administrat ion, and applicable federal, state and local laws regulating financial
• Considerable knowledge of the principles and practices of financial analysis, cash flow modeling, economics, and reporting
• Ability to establish and maintain effective internal and external relationships and able to deal tactfully and courteously with coworkers, customers and clients
• Employ good judgment and make sound decisions in accordance with established procedures and policies. Ability to interpret and explain policies and procedures
• Ability to interpret and work efficiently from written and oral instructions
• Ability to maintain confidentiality of critical records and information
• Ability to multi-task and manage multiple projects simultaneously with meticulous attention to detail
• Must be able to read and speak English well enough to interpret and explain policies and procedures and effectively communicate with team members. Bilingual a plus

Job Description:
The Director of Finance is responsible for highly complex financial administration of federal, state and local funded transit grant programs, including grant application, compliance management and mandated reporting . The Director of Finance administers the preparation of the annual budg et, purchasing, capital and operations, planning and revenue monitoring and is responsible for accounting, revenue and statistics, debt, investm ents, payroll, financial analysis and performance reporting. The Director of Finance is responsible for the oversight of procurement and accounting.
